Introduction
The existence of unresolved unidentified anomalous phenomena (UAP) cases is often presented as evidence that governments have encountered alien technology. The publicly available case material from the US Department of Defense’s All-domain Anomaly Resolution Office (AARO) points to a more cautious conclusion. A case can remain unresolved for many reasons, including poor image quality, missing sensor data, incomplete witness information or the inability to reconstruct the event after the fact. An unresolved file simply means investigators could not reach a sufficiently confident explanation based on the available evidence. It does not, by itself, support an extraterrestrial interpretation. How incomplete data keeps cases open
AARO’s case-resolution material repeatedly shows that investigations are constrained by the quality of the available evidence rather than by a lack of imagination. Many reports originate from brief encounters, mobile-phone recordings, military sensors that capture only part of an event, or observations without supporting radar, telemetry or environmental data.
When these gaps cannot be filled, investigators may be unable to determine what was observed with sufficient confidence. That outcome is fundamentally different from concluding that the object represents advanced technology or a non-human craft. In scientific and intelligence work alike, “unresolved” usually means that the available evidence is insufficient to distinguish confidently between competing explanations.
This approach also reflects AARO’s stated methodology. The office says it applies a data-driven, scientific framework and follows the evidence wherever it leads rather than assigning extraordinary explanations to cases lacking adequate supporting data. Mundane explanations versus unresolved files
AARO’s published case pages demonstrate that additional context often changes the interpretation of apparently unusual observations.
One example is the Al Taqaddum case, which AARO concluded with high confidence involved a cluster of fully or partially inflated balloons. The original imagery appeared unusual enough to warrant investigation, but combining the video with contextual information produced a conventional explanation. Other officially released imagery illustrates the opposite situation. Some publicly released videos remain listed as unresolved not because they exhibit extraordinary performance, but because the available information is insufficient for a confident determination. For example, one European case based on approximately thirty seconds of mobile-phone video is explicitly described as lacking enough information for AARO to reach a conclusion. This distinction is important. A resolved case demonstrates that unusual appearances can result from ordinary objects viewed under uncommon conditions. An unresolved case demonstrates only that investigators cannot currently discriminate between possible explanations with the evidence in hand.
Why “unresolved” is not positive evidence for aliens
A common reasoning error is to treat unexplained observations as evidence supporting the most exotic remaining possibility. Neither scientific investigation nor AARO’s own reporting follows that logic.
Several factors can leave a report unresolved without implying anything extraordinary:
- Sensor recordings may be too brief or too low in quality.
- Key contextual information, such as radar tracks or weather data, may be unavailable.
- Witness accounts may be incomplete or impossible to verify retrospectively.
- Multiple conventional explanations may remain plausible, but none can be confirmed confidently.
In probability terms, failing to identify an object is not equivalent to identifying it as alien technology. It simply reflects uncertainty.

What AARO’s caution means for UFO advocacy
Within debates over UFO advocacy, AARO’s case pages illustrate an important distinction between encouraging investigation and claiming proof.
Advocates often argue that governments should collect more data, reduce reporting stigma and release additional records. AARO’s published material generally supports the value of improved reporting because higher-quality evidence increases the likelihood that unusual observations can eventually be explained.
However, the same material also argues against a different claim sometimes made in public debate: that unresolved cases themselves constitute evidence of alien visitation. AARO consistently separates those questions. The practical lesson from the case pages
The strongest message emerging from AARO’s published case pages is methodological rather than sensational. Investigators distinguish between three different outcomes:
- Identified: sufficient evidence supports a conventional explanation.
- Unresolved: available evidence is insufficient to determine what was observed.
- Extraordinary: evidence would need to demonstrate capabilities or characteristics that cannot reasonably be explained by known phenomena.
The existence of unresolved cases satisfies only the second category. It does not automatically move a report into the third. That cautious distinction is central to understanding official UAP investigations and helps explain why transparency about unresolved files can coexist with the continuing absence of verified evidence for extraterrestrial technology.
