The strongest transparency campaigns can lose credibility when advocates move beyond demanding investigation and begin presenting uncertain claims as established fact.
Several risks follow from this shift.
First, unsupported certainty makes it easier for critics to dismiss legitimate concerns about reporting systems or government accountability by associating the entire movement with extraordinary claims that remain unverified.
