Introduction
The All-domain Anomaly Resolution Office (AARO) makes a deliberate distinction between an unresolved unidentified anomalous phenomenon (UAP) and evidence of extraterrestrial technology. In its public reports, unresolved simply means that investigators do not yet have enough reliable information to identify an object or event with confidence. It does not mean that the remaining explanation is alien spacecraft or non-human intelligence. AARO’s approach reflects a standard principle of scientific and intelligence analysis: when evidence is incomplete, the correct conclusion is uncertainty, not speculation. That distinction is especially important because public discussion—particularly when amplified by celebrities, documentaries, or viral social media—often treats official uncertainty as indirect confirmation of extraordinary claims, whereas AARO applies a much narrower evidentiary standard. What AARO means by “unresolved”
In ordinary conversation, “unsolved” can imply a hidden answer waiting to be discovered. AARO uses the term more cautiously. A case remains unresolved when analysts cannot confidently determine what was observed using the available evidence.
That may happen because:
- sensor recordings are incomplete or low quality;
- only a single witness or sensor captured the event;
- key contextual information is missing;
- the object was observed too briefly for reliable analysis; or
- different data sources cannot be reconciled with confidence.
Importantly, unresolved is an administrative and analytical category rather than a claim about what the object actually was. AARO’s 2024 annual report explicitly states that many cases remain unresolved because investigators lack the timely, actionable sensor data needed for analysis. This approach differs from popular UFO narratives, which sometimes assume that if a conventional explanation cannot immediately be found, an extraordinary explanation becomes more likely. AARO does not make that logical leap.
Why thin sensor data blocks firm answers
The central mechanism behind unresolved cases is not mysterious flight performance but insufficient evidence.
Modern military and civilian investigations rely on combining multiple independent sources of information. Ideally, analysts compare radar tracks, infrared imagery, electro-optical cameras, cockpit observations, flight records, weather conditions and other contextual data. When several independent measurements agree, investigators can test competing explanations.
Many UAP reports do not provide that level of evidence. Instead, they may consist of:
- a brief infrared video without supporting radar;
- a pilot’s visual observation with no recorded imagery;
- footage lacking information about camera settings or viewing geometry;
- reports where important sensor metadata were never preserved.
Without this supporting context, investigators often cannot determine basic quantities such as distance, size, speed or acceleration. Apparent extraordinary movement may instead result from camera motion, perspective, atmospheric effects or incomplete tracking data.
NASA’s independent UAP study reached a closely related conclusion. Rather than arguing for or against extraterrestrial explanations, it emphasised that poor-quality and inconsistent data prevent definitive scientific conclusions. Why “we don’t know” is not evidence for aliens
AARO’s reports repeatedly distinguish between the absence of an explanation and evidence supporting a particular explanation.
This reflects a basic principle of evidence-based reasoning. If investigators cannot identify an object, several possibilities remain open:
- the available evidence is simply inadequate;
- the observation reflects an ordinary object viewed under unusual conditions;
- important contextual information has been lost;
- the event requires further investigation.
None of these possibilities automatically increases the probability that the object originated from extraterrestrial intelligence.
AARO’s historical review makes this point explicitly. Although numerous UAP cases remain unsolved, the office reported that it found no evidence that any government investigation or official review had confirmed a UAP as extraterrestrial technology. It likewise found no empirical evidence supporting claims that the US government or contractors possess recovered alien craft or operate secret reverse-engineering programmes. The office therefore separates two different questions:
- Can this observation currently be identified?
- Does the available evidence support an extraterrestrial explanation?
An unresolved answer to the first question does not answer the second.
How cases can move from unexplained to explained
Another reason AARO avoids treating unresolved reports as extraordinary is that unidentified cases often become identifiable when additional evidence appears.
Its annual reporting shows that cases initially lacking sufficient information can later be attributed to familiar causes once more complete data become available. During the Fiscal Year 2024 reporting period, AARO resolved numerous reports as balloons, birds, unmanned aerial systems, satellites or conventional aircraft after further analysis. This illustrates why investigators are reluctant to assign extraordinary explanations prematurely. History shows that the proportion of resolved cases can increase as evidence improves.
That does not imply every unresolved report will eventually receive an ordinary explanation. It does mean that uncertainty alone is not reliable evidence for an extraordinary one.
How celebrity UFO stories often overread uncertainty
Celebrity accounts have played an important role in keeping UFOs in public conversation. Actors, musicians, athletes and television personalities have described unusual lights, unexplained aerial objects or personal experiences that they believe deserve attention.
These accounts often increase public interest because well-known individuals are perceived as credible or sincere witnesses. However, sincerity and evidential weight are different issues.
AARO evaluates reports according to measurable evidence rather than the public profile of the witness. A famous person’s testimony does not substitute for calibrated sensor data, independent corroboration or physical evidence. Likewise, an unresolved official investigation should not be interpreted as validation of a celebrity’s preferred explanation.
This mismatch helps explain why celebrity narratives sometimes diverge from official findings. Public discussion frequently treats uncertainty as suggestive of hidden knowledge, whereas AARO treats uncertainty as a reason to avoid drawing conclusions that the evidence cannot support.
The practical value of a cautious standard
AARO’s evidentiary standard is intentionally conservative because its mission extends beyond public curiosity about UFOs. The office must distinguish among ordinary aircraft, balloons, drones, sensor artefacts, potential foreign intelligence activities and genuinely unidentified events.
Using “alien” as a default explanation for unresolved reports would reduce the reliability of that process. Instead, AARO maintains that conclusions should only become more specific when the evidence justifies them.
Its published position therefore remains consistent across both historical and annual reports: some UAP reports cannot presently be explained, but unresolved status reflects limitations in the available evidence rather than proof of extraterrestrial craft, beings or technology.
