Introduction

NASA and the US Department of Defense’s All-domain Anomaly Resolution Office (AARO) are often discussed together in debates about unidentified anomalous phenomena (UAP), yet they perform very different functions. NASA approaches UAP as a scientific measurement problem, while AARO investigates reports that may have implications for national security, aviation safety and historical government records. Despite these different missions, both organisations have reached the same central public conclusion: they have not found credible evidence that reported UAP are extraterrestrial technology. At the same time, neither organisation argues that every sighting has been fully explained. That distinction is crucial when assessing high-profile celebrity stories about UFOs, because an unexplained observation is not, by itself, evidence of alien origin. NASA’s science-first framing

NASA’s independent UAP study, published in 2023, deliberately avoided treating eyewitness testimony as proof of extraordinary claims. Instead, the study asked what kinds of evidence would allow scientists to distinguish between ordinary objects, sensor artefacts and genuinely anomalous events.

The report concluded that there was “no reason to conclude” that existing UAP reports had an extraterrestrial source, while emphasising that the available data were generally too limited to support confident explanations either way. Rather than presenting definitive answers, the study focused on improving future evidence through calibrated sensors, better metadata, artificial intelligence tools and greater transparency in reporting. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportAt this point there is no reason to conclude that existing UAP reports have an extraterrestrial…

This approach reflects NASA’s wider scientific philosophy. The agency separates two questions that are often blurred in public discussion:

  • Is there life elsewhere in the universe?
  • Does a particular UFO report demonstrate alien technology?

NASA actively searches for extraterrestrial life through astronomy and planetary science, yet its UAP programme states that it has not found credible evidence linking reported UAP to extraterrestrial visitors. The possibility is treated as a scientific hypothesis requiring exceptionally strong evidence rather than a default explanation for unidentified cases. [NASA Science]science.nasa.govNASA ScienceUAP FAQs8 May 2026 — One of NASA's key priorities is the search for life elsewhere in the universe: NASA has not found any cr…Published: May 2026

For celebrity accounts, this distinction matters. A famous actor, musician or pilot may sincerely describe an extraordinary experience, but NASA’s framework asks whether the claim is supported by independently verifiable measurements rather than by the witness’s reputation.

AARO’s historical-record role

AARO operates from a different institutional perspective. Established within the US Department of Defense, it investigates reports that could involve unknown airborne, maritime or space objects affecting military operations or national security.

Unlike NASA, AARO also examines decades of historical claims about alleged government knowledge of alien technology. Its 2024 historical report reviewed major US government investigations dating back to the late 1940s, including Project Sign, Project Grudge and Project Blue Book, alongside more recent allegations involving secret retrieval and reverse-engineering programmes.

The report concluded that it found no empirical evidence that any official US government investigation had confirmed extraterrestrial technology, nor evidence supporting longstanding claims that the government or private contractors possessed recovered alien spacecraft or biological remains. AARO has also publicly stated that:

  • it has found no verifiable evidence that reported UAP represent extraterrestrial activity;
  • investigations continue because some reports remain unresolved;
  • unresolved cases should not automatically be interpreted as evidence of alien technology. [AARO]aaro.milAARO HomeHas the Department found any evidence of extraterrestrial technology? No. Examination of UAP sightings is ongoing. AARO uses…

This historical focus distinguishes AARO from NASA. NASA asks how future observations can be studied more effectively. AARO also asks whether decades of government claims withstand documentary and investigative scrutiny.

Where NASA and AARO agree

Although their responsibilities differ, the two organisations share several important positions.

Both separate “unidentified” from “extraterrestrial”. Neither organisation treats the inability to identify an object as evidence that it originated from another civilisation. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportAt this point there is no reason to conclude that existing UAP reports have an extraterrestrial…

Both emphasise evidence over authority. Neither NASA nor AARO considers witness status—whether military personnel, intelligence officials or celebrities—to be sufficient proof without corroborating data. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportAt this point there is no reason to conclude that existing UAP reports have an extraterrestrial…

Both acknowledge unresolved reports. Many cases remain unexplained because of incomplete information, poor sensor quality or missing contextual data. Remaining unexplained does not establish an extraterrestrial explanation. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportAt this point there is no reason to conclude that existing UAP reports have an extraterrestrial…

Both encourage better reporting. NASA advocates improved scientific data collection, while AARO encourages systematic reporting from military and government personnel to improve future investigations. Where their missions differ

The similarities sometimes obscure genuine institutional differences.

NASA’s study was an independent scientific review intended to identify how existing scientific capabilities could improve UAP research. It has no investigative authority over military incidents or classified intelligence.

AARO, by contrast, is an operational office within the Department of Defense. It receives reports from military personnel, analyses classified and unclassified information where authorised, investigates potential flight-safety or national-security implications, and produces historical reviews required by Congress. These different missions explain differences in emphasis:

Despite these different priorities, neither organisation has publicly concluded that existing evidence demonstrates alien technology.

What both positions mean for celebrity claims

Celebrity UFO stories often gain attention because well-known figures are viewed as credible or compelling witnesses. NASA’s and AARO’s public positions suggest that fame changes publicity, not evidential weight.

A celebrity account may still be valuable if it includes detailed observations, precise timing or prompts additional investigation. However, neither organisation treats personal testimony—regardless of the witness’s profession or public standing—as sufficient evidence for extraordinary conclusions.

Instead, both frameworks encourage readers to ask practical questions:

  • Was the event documented by calibrated instruments?
  • Were there independent witnesses or multiple sensors?
  • Can investigators reconstruct the object’s position, movement and environment?
  • Is enough information available to test competing explanations?

If those questions cannot be answered, the appropriate conclusion is generally uncertainty rather than confirmation of alien technology. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportAt this point there is no reason to conclude that existing UAP reports have an extraterrestrial…

This cautious approach also explains why official statements sometimes disappoint both committed sceptics and committed believers. NASA and AARO do not claim that every UFO report has an ordinary explanation, but neither do they treat unexplained reports as proof of extraterrestrial visitors. Their shared position is that extraordinary claims require evidence capable of independent verification, not simply sincere testimony or public fascination.
